UAF scientists urged to help increase farm yield

Punjab Agriculture Secretary, Muhammad Mahmood urged agriculture experts to find solutions to increase farm yield and help solve problems faced by farmers keeping in view new challenges.Muhammad Mahmood was chairing a meeting of University of Agriculture Faisalabad (UAF) and attended by the vice-chancellor Professor Dr Iqrar Ahmad Khan and all deans and directors of UAF.He said 'High Efficiency Irrigation System' is not taking off in the country and sought opinion of agriculture experts to make it a success story.He said, they were launching an interest-free loans scheme for the farming community under which Rs 25,000 loan will be granted in the Rabi season and Rs 40,000 for the Kharif season and added that in the future, increases in per acre yield would be linked to the loans.A huge gap between the yield of progressive and ordinary farmers exists, and added, that awareness and affordability of modern farming methods will help small farmers increase yield and for this they will soon be using Information and Communication Technology (ICT) to disseminate agriculture related information which would include weather forecasts, market news, and know-how on input and seed use etc, to enable farmers increase per acre yield.He said, the government had currently reduced farm input prices by 17 percent and also waived General Sales Tax (GST) on pesticides and hopefully in the future there will be further reduction of input prices to benefit farmers he added.Punjab Agriculture Secretary further said, the government was planning to establish Agri Hi Tech Machinery Service Centre and directed the UAF to draw business plans in this regard.He further mentioned, that cotton yield deteriorated in the fields due to stagnant rain water owing to a lack of proper drainage.He also urged UAF scientists to devise strategies for agricultural problems, policy making and rural development issues.He highlighted, that the government was working on drip irrigation system on 20,000 acres run on solar energy and farmers will pay only 20 percent cost and stressed upon the need to devise a strategy to fight the mealybug pest and other crop diseases in order to increase yield.UAF vice-chancellor Professor Dr Iqrar Ahmad Khan said that cotton yield was down since the last 20 years due to climate change.He said that the UAF had developed a short duration of cotton variety called PB 896 this year, and ten varieties of mango with excellent aroma and taste.He said that citrus greening was heavily damaging the citrus crops and steps were being taken by UAF to control the disease.He said that the UAF Department of Entomology was leading the Punjab Dengue Programme. Life Is a Journey, Not a Destination - Live Out Loud!

I truly believe that lifeis a journey and not adestination. The goalin life is not to rush to the finish line, but to enjoy every step ofthe journey as much as possible along theway. Nothing makes this sentiment more clear than when you lose a loved one. I know this because I just loss one of my favorite uncles whoalways seemed to live life out loud. He was so fullof life and laughter. You always knew when he walked into the room because he had such a grand presence. Ironically, he was also the one in the family who assumed the role of notifying family members when there were grave illnesses and deaths of other family members and longtime friends. Sometimes he would call to announce deaths of others who had such a distant and/or non-existent relationship with you that you would have to ask, "Who"? Then he would go through the lineage year by year; personby person, until you finally said, "Oh yeah, I remember - that is so sad to hear of their passing". Sometimes what I would really be thinking is, "Um, I really have no idea who you are talking about". But, in any case, I would express my condolences all the same.Although my uncle was a very religious man, he seemed in many ways to be intrigued by death. I am not sure if this was based on the time he spent in the military, or what. But, anyone over 50 was considered old by his standards and was subject to the grim reaper knocking at their door at any moment. Anyone older than that just needed to be thankful as they were simply living on borrowed time; according to my uncle's ideology, anyway. By the way, I loved my uncle dearly yet I have never shared his preoccupation with death or his rigid views on the relationship between age and death. It's a good thing he was always up for a good debate. My viewpoint on thecorrelation between age and death, I would tell him, was predicated on the fact that we all know of little ones who have had very short lives here on earth as well as knowing elders who have lived well beyond a century! My uncle and I even debated this very subject during the funeral of hisdad, my grandad, who lived to be over 90 years of age. And his mother, my great-grandmother, I reminded my uncle, was over 100 years old when she passed.My uncle would humor me by listening to my sideof the debate, but in all the years I have known him, he has never changed his opinion. Even though I did not agree with him on many things such as this, I have always had respect for peoplewho have strong opinions and are not afraid to voice them; even if it may not be a mainstream point of view. That was one of the many things I loved about my uncle. He had many opinions thatwere clearly not mainstream. If you knew him; you would always know where he stood on issues. I do, however, believe that he and I both agreed on at least one point concerning life which is that our time here on earth is very precious. That is why it is so important to live life to the fullest and enjoy the journey each and every day. I remember the last time I saw my uncle. It was an invaluable experience that I would not trade for any monetary or material value.Speaking of such, on the day that I went to see my uncle in the hospital, I actually had a prior engagement planned. My friend and I had alreadymade plans to hop on the train and do a day trip to one of the outlet malls to shop for handbags. We had been talking about this day trip for months and finally made arrangements to go. At the very last moment, in the midst of planning thelast minor details for the trip, I received a phone call from my mom who informed me that my uncle, her brother, was in serious condition in the hospital. I could hear the fear in my mom's voice which confirmed to me that not going to the hospital to visit my uncle that day was simply not an option.I am sure my friend could not believe that I was cancelling our shopping trip. We both knew we were foregoing what most likely would have beena blast because when she and I get together, we tell jokes, poke fun at each other, and constantly laugh about the minutest things. Everyone shouldhave a friend like this. Every now and then, we have serious conversations. But for the most part, she and I just seem to find humor in many different situations. It's like being friends with JayLeno or Eddie Murphy - she's that funny, but without the cursing! Once we were out having lunch during the work week and an elderly gentleman came over to our table after he finished lunch and playing chess with his friend. Obviously retired, he said he and his buddy have been playing chess for years. He said he just had to come over to our table before he left and comment about how he got such a kick out of listening to our non-stop chatter and laughter. That's the kind of fun my friend and I always havewhenever we get together - the laughter is contagious!.However, I knew going to visit my uncle was going to be my priority that day of our trip. When I got to the hospital and saw my uncle, the look of surprise and sheer joy that came over his face when he saw my mom and I was priceless. I will never forget the way he threw his head back in laughter just for the simple fact that he was happy to see us. My uncle has always had such a strong presence and a bigger than life personality. Seeing a glimpse of that as he lay in his hospital bed was a memory that I will cherish forever. On the flip side, for just one brief moment, I looked at him in that hospital bed and for the first time I felt his vulnerability. I saw for one fleeting instant a sign from him that he had accepted the fact that he was seriously ill. I tried to play down his comment to me when I leaned down to kiss him on the forehead and asked him how he was doing. He responded, "Oh, your uncle is just too old". Like I said before, my uncle has talked about aging ever since I can remember. But, it was the way he said it that time which made it seem like he was succumbing to his illness. I tried to dismiss what he said - but deep down, I felt he really meant it. My uncle has always been the strong, prayerful warrior who would visit the sick and shut in and give them hope. Now, as he laid in that hospital bed - even with his bible laying across his chest and reading glasses nearby, I felt he was now that person whowas in need of prayer and encouragement.After we greeted each other, I immediately pouredmy uncle an obligatory glass of ice water. Not just water, it had to be ice water. This gesture was my "job" which my uncle had assigned to me when I was a little girl. This tradition was part joke which we always laughed about each time we saw each other and it was also part of what sealed our connection as uncle and niece. I took my "job" of getting him a glass of ice water very seriously. I am pretty sure there were times he wasn't even thirsty, but it was our tradition and hewould always drink the obligatory glass of ice water no matter what. So after the traditional pouring and drinking of the ice water, all the childhood stories and reminiscing began between him and my mom. This was one of their traditions each time they got together. They proceeded in telling the same funny childhood stories about growing up in the country which they said they would not have traded for anything in the world.My mom and uncle laughed and then laughed some more as they retold the "milk-'n-bread" AKA the "milkybread" story which I may have heard over a dozen times (or two) over the years. But it has always been just as funny each time I hear them tell the story of how all their siblings would gather around a pan of fresh out of the oven cornbread doused with buttermilk. They all readied themselves with their spoons in hand waiting to dive into the delicious feast; each one vying for their favorite section of the bread pan. My uncle, being one of the oldest and biggest, always got his favorite section as well as his fair share of the pan of bread. My mom, the ultimate negotiator/diplomat, always seemed to have gotten her favorite corner piece, as well. I almost feel like I was there with them, back in time, as I watched my mom and uncle's eyes light up as they relived their "milkybread" story through tears of joy and laughter. Of course, they also had to tell the story of when my mom was a majorette and my uncle was the drummer in their school band. As the story goes, they would ride back home on the school bus. My uncle, being the prankster that he was even back then, hid behind one of the seats in the back of the bus. He did notresurface until after he heard his cue which must have been music to his ears listening to my mom shouting at the top of her lungs to the bus driver in sheer panic to, "Stop the bus, my brother is missing!" Only then would my uncle pop up from hiding after hearing her shrilled command to the bus driver. They laughed and laughed as if it had just happened yesterday. The story-telling would not be complete without them re-telling the story of the snakes. They talked about swimming downby the creek near their house and then noticing there were snakes swimming in the creek with them. Listen, it does not matter that the size of the snakes gets bigger and bigger each time the story is retold. The point is sharing in the joy between my mom and uncle as they laugh while telling their childhood stories. To this day, however, because of the snake story I cannot put on a pair of boots without first smashing down the entire bottom half and shaking it out rigorously, just in case a snake is hiding in there.Well, the story-telling has ended and I cannot believe that my uncle is gone now. I try to find comfort in remembering that he is now in a muchbetter place; even better than his childhood memories that brought him so much happiness. He is in a familiar place that he prepared himself for his whole life to spend into eternity. Fortunately, his boisterous laughter and memories will live on forever in my heart and in the hearts of everyone who was lucky enough to have known him. I am so glad that I made the choice to go with my mom to visit my uncle that day in the hospital. Although I had no idea that would be the last time I would see my uncle, the memory of his laughter and storytelling are forever embedded in my memory.Oh, by the way, and on a lighter note - my friend ended up going shopping at the outlet without methat day. She sent a text that evening and asked me how my uncle was doing. At the time, he was actually doing better which I explained to her. Shortly thereafter he had even been released from the hospital. She said she was happy to hear that he was doing well. After all the pleasantries and well wishes were extended, she then texted me a picture of the brand new Kate Spade briefcase that she bought during the shopping trip. You know the briefcase, the one I had my eye on for months! She's got a lot of explaining to do. She didn't stop there. About a week later, we were in a joint meeting at work andshe had the nerve to place the huge, and admittedly gorgeous, briefcase right in the middleof the table across from me. I think she was trying to be cute - or spiteful; take your pick. I could literally smell the new leather aroma from across the table! Of course, no one else in the meeting knew she was taunting me, so I just had to chuckle to myself and keep it movin'.But guess what? In all seriousness, the last minute decision that I made that day to forego myshopping trip with my friend and visit my uncle was one of the best decisions I have ever made. The positive, lasting memories that came from that one moment in time was shockingly the last time I will ever see my uncle, kiss him on the forehead and bring him a glass of ice water. That moment will far outlast any material thing on this earth. Like I said before, the goal in life is not to rush to the finish line, but to enjoy each and everystep of the journey as much as possible along theway. The unforgettable journey through a time of shared memories that I experienced visiting my larger than life uncle for the last time here on earth was priceless! You just never know the last time you will have the opportunity to see someone and tell them you love them. With that in mind, make your journey through life one that you will be proud of and one with no regrets. پر کوئی بات نہیں یہ سب ڈالر کے لئے ہی تو کرتے ہیں .

I shall talk about these four things during the coming Fridays of this month, Allaah willing.Abu Hurayrah, may Allaah be pleased with him, reported that the Prophetsallallaahu 'alayhi wa sallamsaid:"When Ramadhaan arrives, the gates of Heaven…(and in another narration)…the gates ofParadise… open,  the gates of the Hellfire are sealed, and the Shayaateen (devils) are chained.”(Bukhaari & Muslim).Hesallallaahu 'alayhi wa sallamalso said:"On the first night of Ramadhaan, the Shayaateen and the leaders of the Jinn are chained."(Ibn Maajah).This means that their ability to tempt people is diminished during this month. Evil and disobedience decrease, because, although the causesof disobedience are many, the greatest factor of all is the whispers of Satan. However, not allShayaateenare chained during this month for other narrations prove that only the leaders of theShayaateenare chained. That is why, even thoughevil and disobedience diminishes during this month, it does not come to a complete halt.There are many other sources for evil that still remain, one of them is the human soul, which is naturally inclined towards evil and accompanies one at all times. Human devils are another reasonfor immorality in addition to man's own lusts and desires. Yet another reason is that the remaining soldiers of the devils that do not get chained continue to misguide people. Nevertheless, all of these reasons and causes have a lesser effect over fasting people because fasting bestows upon them a certain blessing.O Muslims! This is the value ofRamadhaan, the month of fasting. Allaah ordained fasting during this month whereby people refrain from food, drink and conjugal relations from dawn until sunset. When the sun sets, a fasting person can eat and drink and have marital relations. The nations that came before us were not allowed to touch their spouses, even at night, and if a personfrom them fell asleep before he had the chance to eat or drink anything, then it was forbidden for him to eat or drink after that; he had to continue fasting until the end of the next day.However, Allaah has made it easy for this Nation. It is from Allaah's mercy that He made all of this permissible, thus releasing the believers from theheavy burdens that were upon the previous nations. As soon as the sun sets, it becomes lawful for the fasting person of this Nationto eat, drink and to have relations with his/her spouse. Allaah says that which means:“… Allaah intends for you ease and does not intend for you hardshipand [wants] for you to complete the period and to magnify Allaah for that [to] which He has guided you; and perhaps you will be grateful.”(Al-Baqarah: 185).Moreover, in another verse, to demonstrate to thisNation His favours upon it, Allaah says that whichmeans:“It has been made permissible for you thenight preceding fasting to go to your women [for sexual relations]….”(Al-Baqarah: 187).This means, in other words, that this was not lawful forthe people before you but now it is lawful foryou, ONationof Muhammadsallallaahu 'alayhi wa sallam.Of the signs of ease of this religion and the mercythat Muhammadsallallaahu 'alayhi wa sallamcame with is that the ill person and the traveller can break his fast and make it up at a later time afterRamadhaan. Also, the elderly who cannot bear fasting, as well as people who have no hope of a cure (i.e., the chronically ill), can feed the needy and they do not have to make up for their missed fasting. It is not righteous to fast while travelling, nor is it better for the ill to fast if it is difficult for them to do so. In these cases, they are to make use of the permission that Allaah hasfurnished them with, because He likes it when people take heed of the mercy that He has endowed.O Muslims! Know that fasting is a protection fromwrongdoing. This month is an opportunity for youto purify yourselves and release yourselves from the effects of sins, so take advantage of it. DuringRamadhaan, a Muslim has fewer burdens as his desires are diminished and he acquires more goodness from being involved in fasting; one canrid himself of bad habits, such as overdoing matters which are lawful, such as overeating, talking too much and being over indulgent in sexual relations with ones spouse; we must stop the awful habit of going to extremes in fulfilling these desires.Some people fail to understand the reality of fasting. They refrain from eating and drinking in the daytime but do not abstain from sin or oppression. They continue their practices as usual or if they do stop in the daytime, they continue with their normal routine as soon as they break the fast. They spend their mornings hungry and thirsty and their evenings are full of sin and evil. They spend the whole night watchingtelevision with their wives and children. Others refrain from food during the daytime, and after sunset, they eat all night long to make up for the food they missed. Therefore, fasting is nothing for such people except a change in the times of eating – for they eat during the night rather than the day. When night comes, all kinds of foods are put forth for them to consume - one kind of food is not sufficient for these people - and they stuff their stomachs with all these various types. It is as if these people have never heard of the saying of the Prophetsallallaahu 'alayhi wa sallam:"The believer eats in one stomach, and the disbeliever and the hypocrite eat in seven."(Bukhaari and Muslim).In another narration of thisHadeeth, it is mentioned:“A man by the name of Abu Ghazwaan came to visit the Prophet sallallaahu 'alayhi wa sallam. This was before Abu Ghazwaanhad become Muslim. The Prophet sallallaahu 'alayhi wa sallam was the most generous of all people. He milked seven sheep for him, so the man drank all of the milk. Then the Prophet sallallaahu 'alayhi wa sallam said to him:"Isn't it time you became a Muslim?"He replied: 'Yes' andbecame Muslim.The Prophet sallallaahu 'alayhi wa sallam then stroked his chest (while supplicating for him). The next day, the Prophet sallallaahu 'alayhi wa sallam milked only one sheep for him, but Abu Ghazwaan, may Allaah be pleased with him, was not able to drink all of the milk. So, the Prophet sallallaahu 'alayhi wa sallamasked: "What is the matter Abu Ghazwaan?”He, may Allaah be pleased with him, responded: 'I swear by the One Who sent you as a Prophet, I have had enough.' So the Prophet sallallaahu 'alayhi wa sallam said:“Last night you had seven stomachs while you were a disbeliever and today you only have one stomach.”(At-Tabaraani).This saying of the Prophetsallallaahu 'alayhi wa sallammeans that a believer can eat less and control his desires more, since he does not eat toenjoy nor to fulfil a desire, but rather to stop hunger and become stronger so that he can worship Allaah. The disbeliever, however, who does not believe in the Day to come, eats with a strong desire and the lust of animals, as Allaah describes him in theQur'aansaying that which means:“…But those who disbelieve enjoy themselves and eat as grazing livestock eat, and the Fire will be a residence for them.”(Muhammad: 12).O Muslims! One type of cooked food is enough; let us not be like the Children of Israel who would not settle for only one kind of food. O people who observe fasting! When you put these different types of foods on the table in front of you, remember before you begin to eat, that the master of all the creations of Allaah, the leader of all Messengers and creation, the Seal of the Prophetssallallaahu 'alayhi wa sallam, would remain without lighting a fire in his house (i.e. without cooking) for one or even two months.“Heand his family only ate dates and drank water.”(Bukhaari). One or two months! This was not because hesallallaahu 'alayhi wa sallamcould not have obtained it and that he had no choice, because he could have had all he had wanted. It was only due to the fact that he stayed away fromworldly pleasures, living an ascetic life and aimedto draw ever closer to Allaah. Even though Allaah offered him control of the treasures of the earth and the opportunity to live like kings, having a nice, easy, and comfortable life, hesallallaahu 'alayhi wa sallamchose to live in poor conditions, eating as a slave eats, sitting as a slave sits. Hesallallaahu 'alayhi wa sallamused to say:"O Allaah! Let me live as a Miskeen (humble servant)and resurrect me with the Masaakeen (humble)."(Tirmithi & Bayhaqi).O Muslims! Let this month be an opportunity that we take full advantage of. Let us get used to these customs - the customs of the Prophetsallallaahu 'alayhi wa sallam. Let us get rid of the habit of overeating like animals. Let this month be a chance to purify ourselves and become elevated from lusts, desires, and trivialities that are of no real value. Let us elevate our souls to the heavens with faith – we can elevate them from the pleasures of this world to the pleasures of the world to come.Abu Hurayrah, may Allaah be pleased with him, reported that the Prophetsallallaahu 'alayhi wa sallamsaid:“Fasting is a shield (protection), so when one of you fasts, let him not touch his wife (for sexual relations), and let him not badmouth anyone; and if someone fights him or upsets him,let him say, 'I am fasting, I am fasting.' I swear by the One in Whose Hand my soul is! The smell of the mouth of a fasting person is better to Allaah than the smell of musk.”Also, Allaah says as reported in aHadeeth Qudsi:“He left eating and drinking and his desires for My sake. Fasting is for Me and I give reward for it - one blessing (for fasting) is multiplied ten times.”(Bukhaari).

Times have surely changed since the early1900's. Everything is so different these days from technology, to education, and even social gatherings. Back then, it was all about family and bringing the family together. Now, you hardly ever see familiestogether because of certain situations in society has broken families apart.Technology has changed over time now everyone has laptops, smartphones, iPads,tablets and more. Children as early as five years old have these devices. People do not use phone books anymore because you have an electronic devices which backs contacts up for you. Technology hasallowed online banking from your phone; which is great however, that affects peoplewho work at the bank. Families are being divided due to these electronic devices. You cannot even have a nice meal without seeing someone on their phone. People would rather play on their phones than engage in conversations. Technology has definitely taken over this generation.Education is definitely not the same anymore. When I was in elementary schoolI would have homework and would go to tutoring sessions. Now, there is not any homework being given. Also, instead of teachers helping with work and teaching students how to get the right answers, teachers are giving the answers. By giving answers to the students, they will never learn anything. I come from a school where we did nothing but sat in the classroom and chit chat with our peers. However my mother and I wanted a change. I had the potential so I knew I had to go somewhere else to get a better education and I did. I then transferred to a different school where they were all about educating the students and helping students better themselves. I feel that education can just go back to the old waysthen we would have much more educated men and women.A social gathering is where people should come together hoping to reconnect with old friends and family members or possibly make new friends. نظیر بھٹو کی حکومت کو کرپشن کے الزامات کے تحت برطرف کر دیا۔ نواز شریف نے صدر کے اس
اقدام کا بھرپور انداز میں خیر مقدم کیا۔

1993 میں صدر غلام اسحاق خان نے اپنے اسی اختیار کو دوبارہ استعمال کرتے ہوئے کرپشن کے
الزمات کے تحت ہی نواز شریف کی حکومت ہٹانے اور اسمبلیاں توڑنے کا حکم جاری کیا تو نواز
شریف نے صدر کا یہ حکم ماننے سے انکار کر دیا۔

نواز شریف نے صدر کے اس حکم کو سپریم کورٹ میں چیلنج کر دیا اور سپریم کورٹ نے 26 مئی
1993 کو اپنا ایک انتہائی متنازع فیصلہ سنایا جس میں وضاحت کی کہ کرپشن اور بیڈ گورننس سے
آئین شکنی نہیں ہوتی لہذا صدر مذکورہ صورتوں میں اسمبلیاں نہیں توڑ سکتے۔
ایوان صدر اور نواز شریف کے درمیان تنازع جاری رہا جس پر باالآخر پاک فوج نے مداخلت کی اور
دونوں سےا ستعفی لے کر معاملہ ختم کر دیا۔

1997 میں نواز شریف دوسری بار ملک کے وزیراعظم بنے تو اس نے فوری طور پر 14ویں آئینی ترمیم کرتے ہوئے صدر کی اسمبلیاں توڑنے کا اختیار ختم کر دیا۔ اس آئینی ترمیم کے بعد وزیراعظم کسی کے سامنے جوابدہ نہ رہے۔ نواز شریف نے مزکورہ آئینی ترمیم میں ایسی شقیں ڈالیں جس کے بعد پارلمنٹ بھی اس کی مرضی کے خلاف کوئی فیصلہ کرنے کے قابل نہ رہی۔
کچھ اراکین پارلیمنٹ نے اس آئینی تریم کے خلاف سپریم کورٹ سے رجوع کیا۔ سپریم کورٹ نے
درخواست سماعت کے لیے منظور کر لی تو نواز شریف سخت طیش میں آگئے اور کھل کر سپریم
کورٹ پر تنقید کی۔ جب پر سپریم کورٹ نے ان کو توہین عدالت کا نوٹس بھیجا۔

حاالت خراب ہوتے دیکھ کر صدر پاکستان اور پاک فوج کے اس وقت کے سربراہ نواز شریف کو
سمجھانے آئے اور درخواست کی کہ اس معاملے کو اچھے طریقے سے حل کریں۔ نواز شریف نے
ضد کی کہ " چیف جسٹس سجاد علی شاہ کو اپنا عہدہ چھوڑنا ہوگا" ۔ ساتھ ہی نہایت جارحانہ انداز میں نہ صرف سپریم کورٹ میں اپنے مرضی کے ججز تعینات کرنے شروع کر دئیے بلکہ جسٹس سجاد علی شاہ کے قریب سمجھے جانے والے ججوں کی تنزلی بھی کر دی۔ جن ججوں کی تنزلی ہوئی
انہوں نےنواز شریف کے اس حکم کے خلاف کوئٹہ ھائی کورٹ میں اپیل کر دی اور بہت سے ججز
چیف جسٹس سجاد علی شاہ کے ساتھ کھڑے ہوگئے۔
اسی دوران پشاور ھائی کورٹ سے ان دو ججز کی معزولی کا حکم آگیا جنکی تنزلی ہوئی تھی اور
پشاور ھائی کورٹ کے چیف جسٹس سعید الزماں صدیقی نے خود کو سپریم کورٹ کا عبوری
چیف جسٹس قرار دےد یا۔
تاہم چیف جسٹس سجاد علی شاہ اپنی کرسی پر موجود رہے اور نواز شریف کے خلاف کیس کی
سماعت جاری رکھی جس پر 30 نومبر 1997 کو عین اس وقت جب کیس کی سماعت جاری تھی نواز شریف کے کیبنٹ کے وزراء اور بہت بڑی تعداد میں پارٹی اراکین نے سپریم کورٹ پر حملہ کر دیا
اور عدالتی کاروائی روک دی۔

چیف جسٹس نے پاک فوج سے مدد طلب کرتے ہوئے فورا 14 ویں آئینی ترمیم کو منسوخ کر دیا اور
صدر کے اختیارات بحال کر دئیے۔ پاک فوج نے حالات کی نزاکت کو دیکھتے ہوئے چیف جسٹس کا
یہ حکم ماننے سے معذوری ظاہر کی۔ نواز شریف نے فوری طور پر صدر فاروق لغاری کو استعفی
دینے پر مجبور کر دیا اور وسیم سجاد کو عبوری صدر مقرر کرتے ہوئے چیف جسٹس سجاد علی
شاہ کو برطرف کر دیا۔
یوں نہ صرف اپنی مرضی کا صدر مقرر کیا بلکہ سپریم کورٹ میں بھی اپنی مرضی کے ججز تعئنات
کرنے میں کامیاب ہوگئے۔

جنرل جہانگیر کرامت جنرل وحید کاکڑ کی جگہ نئے چیف آف آرمی سٹاف مقرر ہوئے۔ انکی مدت
ملازمت جنوری 1999 میں ختم ہونی تھی۔ لیکن نیشنل سیکورٹی کاؤنسل میں پاک فوج کا نمائندہ شامل کرنے کی تجویز پر نواز شریف نے غضب ناک ہو کر اکتوبر 1998 میں جنرل جہانگیر کرامت سے
زبردستی استعفی لے لیا۔ پھر کئی جنرلز کی سینیارٹی کو نظر انداز کرتے ہوئے پرویز مشرف کو
چیف آف آرمی سٹاف بنا دیا۔
پاک فوج نے نواز شریف کے اس فیصلے کو خاموشی سے برداشت کر لیا۔

لیکن کارگل جنگ میں پسپائی کے فیصلے کے بعد پاک فوج اور نواز شریف میں موجود سرد مہری
نے باقاعدہ اختلافات کی شکل اختیار کر لی۔ نواز شریف کے اس فیصلے نے ایک جیتی ہوئی جنگ
ہروا دی۔

اسی سال 1999 میں نواز شریف نے پاک فوج کے ان جوانوں کی لاشیں قبول کرنے کے انکار کر دیا
جو افغان جنگ میں طالبان کا ساتھ دیتے ہوئے شہید ہوئے تھے۔ اس پر پورے ملک خاص کر پاکستان
کے مغربی علاقوں میں پرزور احتجاج ہوا۔ نواز شریف نے دباؤ میں آکر وہ لاشیں قبول کر لیں لیکن
ساتھ ہی حکم جاری کیا کہ پاک فوج ملا عمر کی امداد بند کر دے۔ پرویز مشرف نے نواز شریف کا
حکم ماننے سے انکار کر دیا اور ملا عمر کی امداد جاری رکھنے کا فیصلہ کیا۔
پاک فوج کے ساتھ معاملات مزید خراب گئے۔

اگست 1999 میں دو انڈین ائر کرافٹس نے پاکستانی نیوی جہاز مار گرایا جس میں نیوی کے 16
افیسرز شہید ہوگئے۔ نواز شریف نے معاملے کو نظر انداز کر دیا۔ اپنے وزیراعظم کی اس بے حسی نے نیوی پر بہت برا اثر ڈاال اور اس وقت کے نیوی ایڈمرل عبد العزیز مرزا بھی نواز شریف کے
خلاف ہوگئے۔

پاک فوج پر قابو پانے کے لیے نواز شریف نے 12 اکتوبر 1999 کو اس وقت کے آرمی چیف پرویز
مشرف کو برطرف کر کے ان کی جگہ پر اپنے وفادار جنرل ضیاالدین بٹ کو لگانے کی کوشش کی۔
اس وقت جنرل مشرف سری لنکا دورے سے واپسی پر تھے اور انکا جہاز ہوا میں تھا۔ نواز شریف
نے حکم جاری کیا کہ کراچی ائر پورٹ مذکورہ جہاز کے لیے سیل کر دیا جائے۔ لینڈنگ کی صورت
میں اس وقت کے آئی جی سندھ کو آرمی چیف کو گرفتار کرنے کا حکم جاری کیا۔
جہاز کے کیپٹن نے ری فیولنگ کے لیے نواب شاہ ائرپورٹ پر اترنے کی اجازت مانگی تو نواز
شریف نے حکم جاری کیا کہ یہ ری فیولنگ انڈیا میں کروائی جائے۔ یوں پاکستان کے حاضر سروس
چیف آف آرمی سٹاف کو انڈیا بھیجنے تک پر تیار ہوگئے۔

پاک فوج کے ساتھ جاری اس خطرناک کھیل پر باالاخر پاک فوج کے کئی اعلی جرنیلوں نے بغاوت
کردی اور نہ صرف جنرل ضیاالدین بٹ کو گرفتار کر لیا بلکہ ملک کی کئی اہم عمارات کا کنٹرول
بھی سنبھال لیا اور جہاز کو نواب شاہ ائر پورٹ پر اترنے کا حکم دے دیا۔ جس کے بعد پرویز مشرف
نے پورے ملک میں مارشل لاءنافذ کرنے کا اعلان کر دیا۔

یہ نواز شریف کو وہ ماضی ہے جس کو مٹایا نہیں جا سکتا۔ اقتدار کی ھوس میں وہ اپنے ہی ملک کے
ریاستی اداروں کے خالف مسلسل برسرپیکار رہے اور ہر حد عبور کر لی۔
نواز شریف کی یہ ھوسناک جنگ آج بھی جاری ہے جسکا مشاہدہ اس وقت پوری قوم کر رہی ہے۔ تاہم
یہ جنگ لڑنے کے لیے اس کے پاس جھوٹ، مکر، چالبازی، فریب اور دھوکے کے سوا کچھ نہیں۔ امید ہے کہ اس بار یہ جنگ فیصلہ کن ہوگی !

Performance Appraisal and Personal Development - The Unholy Alliance

There is currently an increasing emphasison maximum performance from each individual in organisations. At the same time there is a corresponding concern as to how to achieve this in a way which is effective and focused for the organisation, and motivating and constructive for each employee.In most organisations the assessment process take the form of an annual performance appraisalreview between the manager and the employee. This interview provides the opportunity for a full and frank discussion about the individual's job performance for the previous 12 months, and for both parties to agree the key performance and development issues resulting from the discussion. These issues normally include updated performance measures, new personal objectives, and the delivery of training and personal development plans.Whether appraiser and appraisee admit it or not, pay is also an important part of the agenda, and in the future it will become even more so, as remuneration becomes increasingly performance-related.However, the irony of the current situation is that whilst Performance Appraisal is being undertaken by many organisations with a fresh urgency and focus, feedback from managers and employees suggest that very little is being achieved. In fact, current Performance Appraisal procedures seem to excite most staff to a level comparable to a visit to the dentist!Why? Surely an organisationaly-supported discussion which gives managers and employees the opportunity to discuss their views and ideas on critical work issues like performance, pay, and career development should only benefit both.What Is Going Wrong?There are a number of key issues which organisations need to urgently review:- unclear and unreviewed job roles- 'woolly' or ill-defined performance measures- inconsistent and unimaginative pay and performance policies- 'wayward' and frankly inconsiderate interpersonal skills on the part of the managers.However, the most critical factor requiring a complete re-think is that of a personal development planning forming an integral part of the Performance Appraisal Discussion.For the majority of employees, the Annual Appraisal Meeting is still the only time that their career path and personal development will be discussed in any detail with their manager.Many employees complain that their personal agenda of career development, job satisfaction and personal development is just 'tacked-on' to the Performance Appraisal discussion, and in an atmosphere where all too often subjective options about performance are being expressed and a pay award is up for grabs?? Not easy.So why is the atmosphere of the Performance Appraisal meeting not at all appropriate for Personal Development Discussions? Because theemphasis and focus of each should be different.Performance Appraisal- Manager led- Results based- Past performance- Organisational needs- Pay/Compensation related- JudgmentalDevelopment Discussion- Employee led- Skills/Talents based- Future growth- Individuals' needs- Career related- DevelopmentalPerformance and pay cannot be sensibly discussed alongside growth and development. The danger is that the shorter term pay issue will always cloud the longer term development issue. The development issue, which is actually of greater long-term benefit, will always come a poorsecond.Organisations must recognise and signal that employee success is not just about past performance, it's as much about their future personal development.So What Is The Remedy?1. Personal career and development planning requires the same organisational priority as performance management, assessment techniques, training and compensation. It needs to stand alone as an essential piece of personnel practice in its own right.2. The view that career development can only be measured in promotional terms has to be put intoperspective. The stark reality is that 'right-sizing' will preclude promotion for an ever-increasing number of employees. Organisations and employees need to accept this and redefine the meaning of success at work.3. Each employee must be taught how to take responsibility for their personal growth and development. They need time and encouragement to prepare a regular personal development agenda for discussion with their manager.4. Growth and development should concentrate on an individual's personal skills and talents, particularly those which individuals want to use more and are also crucial to job success. The result is a win/win for the individual and employer.5. People's growth and development will require more flexible organisational job structures where new responsibilities, assignments and projects will provide the opportunities for personal growth.Recent research has shown again and again that growth and development are amongst the top motivational issues for employees today. To increase corporate performance the personal development issue must be tackled as a strategicissue.Employees must be given quality time and opportunity to discuss with their manager their development and growth plans and aspirations. They also need a means to achieve this.Just as Performance Appraisal never works in the hands of untrained managers so it is with Personal Development Discussions. They simply won't happen unless Managers are trained to handle them effectively.Performance Appraisal Meetings and Personal Development Discussions are essential for any organisation wishing to increase performance, maintain motivation and retain their staff. Both activities are ultimately inter-dependent and interrelated, yet with an emphasis and focus which are different.Performance Appraisal discussions should focusprimarily on 'how effectively did you perform against the objectives which we discussed and agreed, and what needs to be done to improve performance in the coming year?'Personal Development Discussions should focusprimarily on 'what actions do you feel need to be taken to make your job more satisfying, and to make greater and more effective use of your talents and skills?'There is a 'wind of change' blowing which recognises that individuals hold the key to organisational success. Individuals will provide the organisation with increased performance if the organisation provides the individual with real opportunities for personal development and growth. Organisations won't grow if the individuals within them are not growing.The message is clear.
